Southwestern Broome County in central New York... Central Susquehanna County in northeastern Pennsylvania... * Until 345 PM EDT. * At 1232 PM EDT, Doppler radar indicated another round of heavy rain moving into the warned area. Between 2 and 3 inches of rain has already fallen. Flash flooding is already occurring. HAZARD...Life threatening flash flooding. Heavy rain producing flash flooding. SOURCE...Radar. IMPACT...Life threatening flash flooding of creeks and streams, urban areas, highways, streets and underpasses. * Some locations that will experience flash flooding include... Binghamton, Johnson City, Endicott, Montrose, Greater Binghamton Airport, Vestal, Kirkwood, Conklin, Springville, Hallstead, New Milford, Great Bend, Hop Bottom, Friendsville, Brackney, Vestal Center, Chenango Bridge, Endwell, Sanitaria Springs and Chenango Forks.
