In northeast Texas, Henderson, Rains and Van Zandt. * WHEN...Through Thursday morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor-drainage and urban areas. Creeks and streams may rise out of their banks. * ADDITIONAL DETAILS... - Rainfall totals of 1 to 4 inches, with isolated higher amounts up to 5 to 6 inches. PRECAUTIONARY/PREPAREDNESS ACTIONS...
