This is due to an inversion near the surface that will continue to trap pollutants. For the Wind Advisory, southwest winds 25 to 35 mph with gusts up to 60 mph expected. * WHERE...Baker County, Harney County, and Malheur County. * WHEN...For the Air Stagnation Advisory, until 4 AM PST /5 AM MST/ Tuesday.
