For the Cold Weather Advisory, bitterly cold wind chills of 15 to 30 below zero expected. * WHERE...Portions of central, north central, and northeast Illinois. * WHEN...For the Extreme Cold Warning, from 3 AM to noon CST Friday. For the Cold Weather Advisory, from noon Friday to 9 AM CST Saturday. * IMPACTS...The dangerously cold wind chills could cause frostbite on exposed skin in as few as 10 minutes. PRECAUTIONARY/PREPAREDNESS ACTIONS... Limit time outdoors. If you must go outdoors, dress in multiple layers including a hat, face mask, and gloves.
