For the Cold Weather Advisory, very cold wind chills as low as 40 below expected. * WHERE...In Minnesota, Wadena, East Otter Tail, Grant, West Otter Tail, and Wilkin Counties. In North Dakota, Ransom, Richland, and Sargent Counties. * WHEN...For the Extreme Cold Warning, until 3 PM CST Friday.
