For the Wind Advisory, northwest winds 20 to 25 mph with gusts up to 45 mph. * WHERE...Portions of northeast North Carolina and eastern and southeast Virginia. * WHEN...For the Extreme Cold Warning, until 10 AM EST this morning. For the Wind Advisory, until 1 PM EST this afternoon. * IMPACTS...Gusty winds will blow around unsecured objects. Tree limbs could be blown down and a few power outages may result.
