URGENT - WINTER WEATHER MESSAGE National Weather Service Binghamton NY 948 PM EST Fri Jan 12 2018 ...WINTER WEATHER ADVISORY REMAINS IN EFFECT UNTIL 4 PM EST SATURDAY... * WHAT...Rain is occurring and will change to freezing rain and sleet, then to all snow. Power outages and tree damage are likely due to the combination of snow and ice. Travel will be dangerous and nearly impossible. Total snow accumulations of 1 to 3 inches, with localized amounts up to 5 inches, and ice accumulations of one tenth to two tenths of an inch are expected. * WHERE...In Pennsylvania, Susquehanna, Northern Wayne, Wyoming, Lackawanna, Luzerne, Pike and Southern Wayne Counties. In New York, Delaware and Sullivan Counties. * WHEN...Rain changes to freezing rain and sleet shortly after midnight, persisting through dawn. Precipitation will end as a period of snow Saturday morning before ending midday. * ADDITIONAL DETAILS...The very rapid fall of temperatures overnight will flash freeze wet roadways and sidewalks. The combination of ice and gusty northwest winds may cause power outages and tree damage. Be prepared for reduced visibilities at times. PRECAUTIONARY/PREPAREDNESS ACTIONS...
