Power outages and tree damage are likely due to the combination of snow and ice. Travel will be dangerous and nearly impossible. Total snow accumulations of 1 to 3 inches, with localized amounts up to 5 inches, and ice accumulations of one tenth to two tenths of an inch are expected. * WHERE...In Pennsylvania, Susquehanna, Northern Wayne, Wyoming, Lackawanna, Luzerne, Pike and Southern Wayne Counties. In New York, Delaware and Sullivan Counties. * WHEN...Rain changes to freezing rain and sleet shortly after midnight, persisting through dawn. Precipitation will end as a period of snow Saturday morning before ending midday. * ADDITIONAL DETAILS...The very rapid fall of temperatures overnight will flash freeze wet roadways and sidewalks.
